The Association Agreement between the EU and Algeria entered into force in 2005 and forms the legal basis for the relationship between the EU and Algeria.

The Association Agreement priorities reflect the values and principles of the European Neighbourhood Policy, including:

• Political dialogue, governance, rule of law and promotion of fundamental rights.

• Co-operation, socio-economic development and trade.

• Energy issues, environment and sustainable development.

• Strategic and security dialogue.

• The human dimension, including cultural and inter-religious dialogue, migration and mobility.

The new agenda for the Mediterranean, adopted by the EU on 9 February 2021, largely takes up the same identified priorities. SIGMA, the EC and the Algerian authorities agreed a work programme in December 2022 that gives priority to co-operating with:

• The Directorate General for the Civil Service and Administrative Reform, on the modernisation, simplification and digitalisation of the public administration and public services, to improve performance and transparency. i

• The Economic, Social and Environmental Council, on developing its new functions related to regulatory impact assessment, evaluation of public policies and digitalisation.

• The Ministry of Relations with the Parliament, on developing its competence for co-ordination of the revision of legal texts following the approval of a new law. This competence has never been implemented since 1998, when it was assigned to the Ministry.
