After its declaration of independence in 2008, Kosovo* became a potential candidate for EU accession. In early May 2014, Kosovo concluded talks on a Stabilisation and Association Agreement (SAA) with the EU, which sees public administration reform (PAR) as a priority. The SAA was signed in 2015 and entered into force on 1 April 2016.

SIGMA is currently working with:

  • The Office of the Prime Minister on increasing its policy analysis capacity and improving the quality of policy analysis done by the ministries in the early phase of policy development (when developing concept papers that precede legislation and strategies).

- supporting efficient and inclusive co-ordination of the implementation of the Public Administration Modernisation Strategy 2015-2020, including monitoring and reporting;

- improving the Law on Civil Service to remedy shortcomings which have occurred during its implementation;

- providing support for the drafting of the new Law on Administrative Disputes.

  • The Ministry of Finance on setting reform priorities for public finance management through developing the Public Finance Management Strategy for 2015-2020.

  • The Assembly and the Ministry of Public Administration on the final version of the draft Law on General Administrative Procedures.

This designation is without prejudice to positions on status, and is in line with United Nations Security Council Resolution 1244/99 and the Advisory Opinion of the International Court of Justice on Kosovo’s declaration of independence.
