After its declaration of independence in 2008, Kosovo* became a potential candidate for EU accession. In early May 2014, Kosovo concluded talks on a Stabilisation and Association Agreement with the EU, which sees public administration reform as a priority. The SAA was signed in 2015 and entered into force on 1 April 2016.

SIGMA is currently working with:

  • The Office of the Prime Minister on revising the Administrative Instruction for strategy planning, development and monitoring to improve central co-ordination and evaluation of sector strategies. SIGMA also supports the monitoring and reporting of the Better Regulation Strategy and the Strategy for Improving Policy Planning and Coordination (integrated planning system).

  • The Ministry of Public Administration on supporting monitoring and reporting of the Public Administration Modernisation Strategy 2015-20. Advice is also being provided on the development of the draft Civil Service Law and the draft Laws on Salaries, Organisation of Public Administration and Administrative Disputes. Additionally, SIGMA is supporting the process of rationalising executive agencies, as part of a joint reform by the centre of government institutions and the Assembly.

  • The Ministry of Finance on strengthening the system of public internal financial control to promote implementation of the legal framework, and monitoring and reporting on the Public Finance Management Strategy for 2015-2020.

  • The Procurement Review Board and the Central Procurement Authority on strengthening their capacities in line with EU Member State practices on, inter alia, data management and centralised purchasing.

    This designation is without prejudice to positions on status, and is in line with United Nations Security Council Resolution 1244/99 and the Advisory Opinion of the International Court of Justice on Kosovo’s declaration of independence.
