The Association Agreement between the EU and Morocco entered into force in 2000. Following the first joint EU-Morocco Action Plan to implement the Association Agreement in 2005, an Action Plan for 2013-2017 was formally adopted in December 2013. Since 2008, Morocco has had an "advanced status" partnership with the EU. At the same time, Morocco is one of the first countries, and the only country from the Middle East and North Africa region, to benefit from an OECD Country Programme.

SIGMA, the EC and the Moroccan authorities agreed a work programme in September 2018 that gives priority in the period to June 2019 to co-operating with:

SIGMA has carried out an assessment of the service delivery area in Morocco against the Principles of Public Administration – this project involved a number of stakeholders and was co-ordinated by the Ministry of Administration Reform and Civil Service. The final report was presented at a high-level event in Rabat.
