The Association Agreement between the EU and Morocco entered into force in 2000. Following the first joint EU-Morocco Action Plan to implement the Association Agreement in 2005, an Action Plan for 2013-2017 was formally adopted in December 2013. Since 2008, Morocco has had an "advanced status" partnership with the EU.

SIGMA, the EC and the Moroccan authorities agreed a work programme in January 2017 that gives priority in the period to June 2018 to co-operating with:
