Public administration in Ukraine: assessing the state of affairs, achievements and challenges

 

The Secretariat of the Cabinet of Ministers of Ukraine, the National Agency on Civil Service and SIGMA organised a high-level event in Kiev on 16 November to discuss progress in Ukraine in the field of public administration reform (PAR) as well as upcoming challenges. The event was also held to launch a baseline measurement assessment against The Principles of Public Administration, that will be conducted by SIGMA at the request of the Secretariat of the Cabinet of Ministers. A comprehensive assessment of the state of affairs will enable the design and prioritisation of reforms based on solid evidence and could contribute to a potential revision of the current PAR Strategy.

The participation of high-level representatives from both Ukraine and the EU illustrated the commitment of Ukraine to improve the public administration and the determination of the EU to support Ukraine in this challenging process. It was also an occasion to have a lively discussion among different stakeholders on the dilemmas faced during the implementation of civil service reform.

The event was opened by Mr. Volodymyr Groysman, the Prime Minister of Ukraine, and Mr. Hugues Mingarelli, the EU Ambassador to Kiev. Participants were also addressed by Mr. Andriy Parubiy, the Chairman of the Verkhovna Rada of Ukraine and Mr. Johannes Hahn, the EU Commissioner. The event was attended by ministers, members of Parliament, ambassadors to Kiev, heads of public bodies, representatives of independent bodies, senior civil servants and  representatives of the EU. 

Ukrainian participants presented the following examples of achievements in reforming the public administration: 

  • the creation of centres of administrative services;

  • the civil service reform;

  • the re-organisation of selected ministries and agencies.

The high-level event was followed, on 17 November, by a meeting with state secretaries to discuss technical issues related to the forthcoming assessment of the public administration.
