Message from the Head of Programme

Karen Hill, Head of SIGMA             SIGMA staff member Klas Klaas

Karen Hill

Klas Klaas

Dear SIGMA partners and friends,

After seven wonderful years as the Head of SIGMA, I have made the difficult decision to move on to new challenges from 2019. SIGMA is an amazing organisation and, together with all of our partners, both current and past, we are helping to create a vision for public administration reforms and real change in public governance. It often takes a long time to see results but the goal of making our countries a better place to live for our citizens and a more effective environment for businesses is worth pursuing with both passion and patience. I hope that I will work with many of you again in the future and I shall watch your continuing efforts and progress with interest.

There are two things in SIGMA itself that I am particularly proud of from the last seven years - the amazing team that I have helped to bring together and the Principles of Public Administration, together with the detailed Methodological Framework, as an overarching framework to help all of us to design reforms and to monitor and demonstrate progress over time. I hope that both are a lasting legacy.

I wish SIGMA and all its partners the very best for the future and am delighted that, while a new Head of Programme is sought, Klas Klaas will be the acting Head from the New Year. Many of you already know Klas - he currently leads the SIGMA Strategy and Reform Team, is a member of our Public Finance Management group and has been the SIGMA Country Co-ordinator for a number of our partner countries, including Montenegro and Ukraine. As I say farewell, I know that you will welcome and support Klas in his new SIGMA role.

Best wishes and au revoir,

Karen Hill
