In the European Neighbourhood Policy (ENP), the EU recognises the importance of public administration reform in the European Neighbourhood East and South regions. An accountable public administration, both at central and local level, is key to democratic governance and inclusive economic development.To support the dialogue on public administration reform in countries neighbouring the EU, SIGMA has developed The Principles of Public Administration: A Framework for ENP Countries.The Principles define what good governance entails in practice and have been developed primarily as a framework for the policy makers and practitioners, who are designing and implementing public administration reforms in their countries. These Principles are derived from international standards, as well as good practices in EU member states and/or OECD countries. |
