Albania signed an Association Agreement with the EU in 2009 and submitted its application for EU membership in the same year. In June 2014, the country was granted candidate status. In November 2016, the EU recommended starting accession negotiations with Albania.

SIGMA is currently working with:

  • The office of the Deputy Prime Minister and  the Department of Public Administration on co-ordinating the effective implementation of the Cross-cutting Public Administration Reform Strategy.

  • The Office of the Prime Minister on strengthening the evidence-based and participatory policy making through full implementation of the recently introduced regulatory impact assessment system and improvement in public consultation.

  • The Ministry of Justice on implementation of the Code of Administrative Procedures.

  • The Ministry of Finance and Economy on improving the quality of the internal financial control of public funds.

  • The Public Procurement Agency, the Public Procurement Commission and the Ministry of Economy on promoting sound EU practice, through workshops and legislative drafting, for the development of the public procurement review function and public private partnerships/concessions.

  • The Albanian State Supreme Audit Institution on implementation of their strategic development plan for 2018-2022.
