European Neighbourhood South regional conference on public procurement
The first regional public procurement conference for senior policy makers of European Neighbourhood South countries, jointly organised by the Office of the Minister of State for Administration Reform (OMSAR) and SIGMA, took place on 2 and 3 June 2015 at the Grand Serail, in Beirut, Lebanon. The Conference brought together key public procurement policy makers from Egypt, Jordan, Lebanon, Morocco and Tunisia. It provided an opportunity to share experiences and to discuss approaches to public procurement reform with a particular focus on international good practices, to contribute to and inspire ongoing and future public procurement reform in the region.
The two days of the conference were dedicated to sharing experiences about:

the public procurement reforms of countries in transition – examples from countries that recently joined the European Union;
-
new developments in the public procurement policy of the European Union;
-
legal protection in public procurement – the need for an effective remedies system;
-
centralised purchasing in a decentralised procurement environment;
-
the need for professionalisation in public procurement, within public administrations.
Participants from the different countries presented their own public procurement strategies and recent developments and highlighted challenges faced in their procurement reforms. The conference was interactive and based on case presentations.
The conference was concluded with an expression of interest by participants for more regular regional events to allow for consultation between public procurement institutions in the region, either bilaterally or multilaterally, in order to seek information, advice and models that may inform and promote their own national reform initiatives.
