SIGMA Monitoring Reports  

In close co-operation with the European Commission, SIGMA monitors public administration reform through a set of standard indicators based on the Principles of Public Administration. The Methodological Framework measures both the preconditions for a good public administration (good laws, policies, structures, and procedures) and how an administration performs in practice, including implementing reforms and subsequent outcomes.

SIGMA has carried out reviews against the Principles of Public Administration in EU candidate countries and potential candidates since 2015.  Since 2017, these reviews have been carried out based on the Methodological Framework for the Principles of Public Administration. This framework provides an accurate and balanced measure of each Principle, ensuring systematic focus on implementation.

Data portal

The Principles of Public Administration Data Portal displays data collected, analysed and validated by SIGMA since 2017 in close collaboration with national administrations and the European Commission. The portal covers the EU candidate countries and potential candidates across the Western Balkans region. T

The Principles of Public Administration Data Portal displays data collected, analysed and validated by SIGMA since 2017 in close collaboration with national administrations and the European Commission. The portal covers the EU candidate countries and potential candidates across the Western Balkans region. The indicator values and sub-indicator points have already been published in the Monitoring Reports, but the portal provides access to the criteria-level data points and actual numerical rates used to calculate all sub-indicator points.

The portal visualises the state of play and progress in improving the quality of national public administrations in five Western Balkan administrations (Albania, Kosovo*, Montenegro, the Republic of North Macedonia and Serbia).

The data set is downloadable and all charts can be shared.

Policy simulator

A component has been added to the portal that allows national administrations and the European Commission to simulate what reforms are needed to improve the performance of public governance in the future. The simulator shows where administrations perform below the regional average, have regressed since 2017, have data gaps or received 0 points, and allows the user to modify the latest SIGMA monitoring results to create a roadmap for improving specific areas of public administration.
