The aim of this paper is to discuss a number of common features concerning the institutionalisation of the civil service management by drawing a typology of management set ups that can be found in EU Member States. A clear distinction is to be made between consolidated civil service systems of EU-15 and the civil services of countries that acceded to the EU in 2004 and 2007.
