Albania signed an Association Agreement with the EU in 2009 and submitted its application for EU membership in the same year. In June 2014, the country was granted candidate status. In 2020, the EU decided to open formal accession negotiations with Albania. In July 2022, the Intergovernmental Conference on accession negotiations was held with Albania. The Commission started the screening process.
SIGMA is currently working with:

The Office of the Prime Minister, the Department of Public Administration and other key institutions on improving the quality of PAR monitoring and co-ordination and supporting development of a new cross-cutting Public Administration Reform Strategy for the next period, after the current strategy expires at the end of 2022.

The Office of the Prime Minister on establishing evidence-based and participatory policymaking by strengthening central oversight and monitoring for regulatory impact assessment and public consultation, and building capacities in line ministries to improve the quality of policy analysis. SIGMA also provides policy advice to strengthen legislative planning.

The Department of Public Administration to provide methodological support for development and implementation of a new salary system and policy guidance for improved implementation of the Civil Service Law.

The Minister of State for Public Service Standards and the National Agency for Information Society providing policy advice and methodological support for improving the quality of service delivery.

The Ministry of Justice on implementation of the Code of Administrative Procedures through better harmonisation of the new code with sectoral legislation.

The Ministry of Finance and Economy on improvement of public internal financial control of public funds, managerial accountability and the capacity for assessing and monitoring public investment projects.

The Public Procurement Agency, the Public Procurement Commission and the Ministry of Finance and Economy on implementation of legislation and institutional development of the public procurement system, in line with the relevant EU Directive and EU best practice.

The Albanian State Supreme Audit Institution on implementation of their strategic development plan for 2018-2022 and preparing its plan for 2023 onwards.
