Relations between the EU and Lebanon are based on an Association Agreement, which entered into force in 2006, and other strategic documents.

SIGMA, the EC and the Lebanese authorities agreed a work programme in December 2022 that gives priority to co-operating with:

• The Presidency of the Council of Ministers, the Office of the Minister of State for Administrative Reform (OMSAR), the Ministry of Finance, the Ministry of Justice and other relevant institutions on strengthening their capacities for planning and  initiating reforms to promote evidence-based policy making.

• The Court of Accounts on strengthening its institutional capacity to conduct ex-post and performance audits.

• The Ministry of Finance, the Institut des Finances Basil Fuleihan on strengthening the public procurement system through supporting the improvement of the legal, regulatory and methodological frameworks.

• The OMSAR, the Civil Service Board and other key institutions on developping capacities and options for future restructuring and rightsizing of the public administration.
