SIGMA's annual assessments are prepared at the request of the European Commission (EC) and review the progress made by EU candidate and potential candidate countries in a number of areas of public administration reform (PAR). These assessments feed into the EC's annual Progress Reports and to its programming of technical assistance. They also provide countries with data and analyses to inform their own reform activities.

As a previous EU candidate country, SIGMA carried out annual assessments for Croatia: 2011 - 2010
Assessments of European Union 2007 entrants Bulgaria and Romania were conducted between 1999 and 2006. Assessments of the following eight European Union 2004 entrants were conducted between 1999 and 2003: Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia.
