Since 2014, SIGMA and the European Commission have defined the scope of public administration reform as covering six core areas. They are the fundamental building blocks for effective public governance. While providing the main structure for the Principles of Public Administration, they are closely interlinked and good progress in an individual area will support better results in all of the others.
