Relations between the EU and Armenia are based on the Comprehensive and Enhanced Partnership Agreement (CEPA), which was signed in the margins of the Eastern Partnership Summit in Brussels in November 2017 and fully entered into force on 1 March 2021. Public administration reform (PAR), including developing an accountable, efficient, transparent and professional civil service, is identified as one of the key areas of domestic reforms.
In 2024, the Government of Armenia asked SIGMA to carry out a comprehensive assessment of its public administration system to inform elaboration of the PAR Strategy Roadmap 2026-2030 that should be adopted by the end of 2025. This is the second comprehensive assessment SIGMA has conducted in Armenia, after the Baseline Measurement Report published in 2019.
SIGMA is also working with:
- The Government of Armenia on putting in place a PAR co-ordination, management and monitoring framework, and on supporting implementation of selected PAR strategy activities. This includes support for improving the strategic planning function in the centre of government institutions and selected ministries.
- The Deputy Prime Minister’s Office and the Civil Service Office on implementing civil service reform and improving the organisation of public administration.
- The National Assembly, on aligning legislation on employment relations with the Principles of Public Administration.
- The Audit Chamber on implementing its strategic development plan, in particular related to the legal framework.
- The Ministry of Finance on developing the new Public Financial Management Strategy, and on implementing the Action Plan for the development of the procurement system. SIGMA is also providing continuous training of judges in the field of public procurement.
