Bosnia and Herzegovina was granted EU candidate status on 15 December 2022, and in March 2024 the European Council decided to open accession negotiations.
SIGMA is supporting the public administration reform (PAR) efforts of BiH and is currently working with:
- The PAR Co-ordinator's Office and PAR co-ordinators of both Entities and the Brčko District on strengthening co-ordination of PAR, revision of the PAR Strategy Action Plan and its implementation, as well as the related monitoring and reporting.
- The PAR Co-ordinator's Office on co-ordinating the reform of legislation regulating administrative procedures.
- The respective institutions at different BiH levels on improving the legislative framework in the area of public service and strengthening professionalism.
- The respective ministries at different BiH levels on improving the legislative framework in the area of free access to public information.
- The respective ministries at different BiH levels on support the implementation of the PFM strategies, and in particular the further development and implementation of the monitoring and reporting framework for the strategies.
- The respective Supreme Audit Institutions (SAIs) at different BiH levels on development of systems to support implementation of Strategic Plans and the harmonisation of audit methodologies.
- The Public Procurement Agency on supporting development of the legislative framework for public procurement.
