After its declaration of independence in 2008, Kosovo* became a potential candidate for EU accession. In early May 2014, Kosovo concluded talks on a Stabilisation and Association Agreement (SAA) with the EU, which sees public administration reform as a priority. The SAA was signed in 2015 and entered into force on 1 April 2016. Kosovo formally submitted an application for membership to the EU on 15 December 2022.
SIGMA is currently working with:
- The Office of the Prime Minister on the implementation of the new regulatory framework and practices for strategy planning, development and monitoring for better co-ordinated and implemented PAR and sector strategies and piloting institutional planning and on improving service delivery to citizens.
- The Ministry of Internal Affairs on various aspects of the reform of public sector HR and overall management of PAR. Additionally, SIGMA is supporting the process of rationalising agencies.
- The Ministry of Justice and the Judiciary on the implementation of the Law on Administrative Disputes
- The Ministry of Finance and other institutions on reforming public financial management to implement the requirements of Chapter 32, including financial management and control and internal audit.
- The Procurement Review Body and the Public Procurement Regulatory Commission on increasing efficiency of the public procurement system and on targeted regulatory changes as well as capacity building.
- The Kosovo National Audit Office on developing its legal framework, based on the results of the latest SIGMA assessment and a performance (peer) review of its operations developed in 2023.
