The Republic of North Macedonia is the first country in the Western Balkan region which signed the Stabilisation and Association Agreement (SAA) with the EU. It has been a candidate country to EU membership since 2005. However, the EU opened formal accession negotiations with North Macedonia in 2022. In 2023, the screening report on Cluster 1- Fundamentals was submitted to the European Council.
Presently, SIGMA is working with:
- The Ministry of Public Administration and the Ministry of Finance to strengthen internal capacities and procedures for a more effective monitoring and co-ordination of the PAR Strategy and PFM Reform Programme.
- The Ministry of Public Administration on supporting the development of a set of legislative proposals to reform public service management. SIGMA is also supporting the administration to initiate further reforms in the implementation of key regulatory management tools.
- The Ministry of Digital Transformation on improving the quality of public services through strengthening legislation on digital services and new eID.
- The General Secretariat of the Government on improving the quality control of government decision making, and on improving the existing legislation and regulations on strategic planning.
- The Ministry of Finance on the implementation of priority reforms included in the Public Financial Management Reform Programme for 2024-2027.
- The Ministry of Local-Self Government and the Ministry of Finance on local government reforms and on strengthening fiscal decentralisation.
