Albania has been an EU candidate country since 2014 and entered into EU accession negotiations in 2020, which include public administration reform as one of the fundamental topics for the EU enlargement process.
SIGMA is currently working with:
- The Office of the Prime Minister on enhancing evidence-based policy making as well as policy planning.
- The Minister of State for Public Administration and Anticorruption, the Department of Public Administration to support development of the new concept for senior management in the civil service.
- The Agency for Support to Local Government to support the implementation of the Decentralisation Strategy with a special focus on promoting intermunicipal co-operation.
- The Ministry of Finance on improving the capacities for internal audit and control, as well as to support the implementation of spending reviews.
- The Public Procurement Agency, the Public Procurement Commission and the Ministry of Finance on implementation of legislation and institutional development of the public procurement system, in line with the relevant EU Directive and EU best practice.
- The Albanian State Supreme Audit Institution on developing its audit practices through sharing the experiences of EU colleagues.
