SIGMA (Support for Improvement in Governance and Management) is a joint initiative of the OECD and the European Union. Its key objective is to strengthen the foundations for improved public governance, and hence support socio-economic development through building the capacities of the public sector, enhancing horizontal governance and improving the design and implementation of public administration reforms, including proper prioritisation, sequencing and budgeting. We have been working with our partners on strengthening their public governance systems and public administration capacities since 1992.

Our team of around 20 experts provides assistance in six key areas:

• Strategic framework of public administration reform

• Policy development and co-ordination

• Public service and human resource management

• Accountability

• Service delivery

• Public financial management, public procurement and external audit

In partnership with the European Commission Directorate-General for Neighbourhood Policy and Enlargement negotiations (DG NEAR), we currently work with:

• Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, Republic of North Macedonia, Serbia and Turkey as EU candidate countries and potential candidates.

• Algeria, Armenia, Azerbaijan, Egypt, Georgia, Jordan, Lebanon, Moldova, Morocco, Tunisia and Ukraine as EU Neighbourhood countries.

We work with:

• Centre of government and key co-ordinating ministries

• State agencies (e.g. public service, public procurement)

• Independent oversight bodies (e.g. Supreme Audit Institutions, ombudsmen)

• Parliaments.
